MPRP Eligibility

Can domestic workers apply as dependents for Malta residency?

No, domestic workers cannot apply as dependents. The Malta Permanent Residency Programme is exclusively open to the main applicant and their dependent family members only.

MPRP Dependents

How to prove financial dependency for adult dependents

The main applicant must provide a sworn declaration stating the dependency situation. This is the primary document required to prove financial responsibility.

💡 Best Practice:

All supporting evidence documents should be attached with the sworn declaration in the application file to substantiate the claim of financial dependency.

MPRP Dependents

What does "primary person responsible" mean for adult dependents?

The Main Applicant must prove to the Authority's satisfaction that the dependent adult cannot live independently without the Main Applicant's support at the time of application submission.

🚫 Disqualifying Factors:

A dependent adult cannot apply if they have accumulated wealth and/or sufficient income from:

  • Corporate connections through shareholdings or legal positions
  • Senior management or other company positions
  • Financial assets or properties
  • Reasonable economic activities or employment

Even if the main applicant would contribute to a better lifestyle, the dependent cannot qualify under MPRP if they have independent financial means.

MPRP Dependents

Can parents receiving pension income apply as dependents?

Yes, parents or grandparents receiving retirement pension can still apply as dependents, provided they can prove to the Authority that this pension income does not prevent the main applicant from being primarily responsible for their care.

Required:

The main applicant must submit a sworn declaration confirming that the parents or grandparents are essentially dependent on them, despite receiving pension income.

MPRP Fees

What is the administrative fee for each application?

The administrative fee for each application is €60,000, paid in two stages:

💶 Initial Payment (Non-refundable):

MPRP Dependents

MPRP Fees

How much do licensed agents charge for MPRP services?

There's no official guideline on agent fees. Each licensed agent sets their own pricing based on the services they provide.

💡 Pro Tip:

Agent fees are entirely at their discretion, so it's worth shopping around and comparing what different agents offer. Get quotes from multiple licensed professionals to find the best value for your needs.

MPRP Property

Do I need to buy or rent property before applying?

No, you don't! You have flexibility here. You can apply first and sort out the property later.

⏰ Timeline:

You have 8 months after receiving your Letter of Approval in Principle to purchase or rent a qualifying property and submit the required documents.

🏠 Already Have Property?

If you've already rented or purchased a property before applying, that's perfectly fine too! As long as it meets the requirements under S.L. 217.26, you can use it for your application.

MPRP Property

Can I change my property within the first 5 years?

Yes, you can switch properties! As long as you continuously maintain a qualifying property, you're free to upgrade or change your residence.

⚠️ Important Restriction:

You cannot switch from owned property to rental during the first 5 years. But switching from rental to purchase, or between two rentals, or between two owned properties is absolutely fine!

️ Critical Timing:

  • No gap allowed between old and new property
  • Submit request 1 month before Annual Compliance deadline
  • New property must meet all qualifying requirements

Required Documents for Rental:

  • Certified copy of rental agreement
  • Housing Authority (HA) approval
  • Recent utility bills (less than 6 months old)
  • External/internal property photos with clear address
  • Rent payment receipt
  • Landlord's power of attorney (if applicable)
  • Confirmation of previous tenants' deregistration (if applicable)

📋 Required Documents for Purchase:

  • Purchase agreement signed by both parties
  • Architect's valuation (if property purchased before 2015)
  • Utility bills in main applicant's name (less than 6 months old)
  • Property photos with clear address
  • Confirmation of previous tenants' deregistration (if applicable)

💡 Pro Tip: The Agency may conduct random property inspections. Make sure to declare the number of bedrooms and total square meters accurately!

MPRP Property

Can I rent first and then buy property later?

Absolutely! This is a smart strategy many applicants use. Start with a rental to get your residency sorted, then take your time finding the perfect property to buy.

✅ The Key Requirement:

Just make sure both properties (the rental and the purchase) meet the required participation criteria under MPRP. As long as they qualify, you're good to go!

MPRP Property

Can I buy property first then switch to rental?

🚫 Not During First 5 Years:

Unfortunately, you cannot switch from owned property to rental within the first 5 years of your residency. The programme rules are clear on this point. Plan accordingly when making your initial property decision!

MPRP Property

Can I buy hotel rooms instead of residential property?

No Hotel Rooms:

Buying a few hotel rooms and keeping them exclusively for yourself for 5 years does NOT qualify as a residential property under MPRP regulations.

You Need:

The main applicant must rent or purchase a residential property - that means an actual home, apartment, or house. Think of it as a place where you'd genuinely live, not a hotel investment.

MPRP Property

Can property purchase + renovation costs meet the €300K requirement?

Yes, absolutely! Let's say you bought a property in South Malta for €220,000 and plan to spend at least €100,000 (from non-Maltese sources) on renovations. That totals over €300,000 - and this qualifies!

✅ Key Requirements:

  • Property must be acquired before application
  • Renovation costs paid after purchase by the applicant
  • Total value must be at least €300,000 (for South Malta/Gozo)
  • Renovation costs must come from non-Maltese sources

📋 Required Documentation:

You'll need a detailed valuation report from an independent architect/engineer that includes:

  • Property plans
  • Description of renovation works completed
  • Total property value calculation

🏛️ Agency Rights:

The Agency may appoint its own architect to verify the property value. Agency officials and appointed architects will have full access to your property to determine compliance. Final decision rests with the Agency.

MPRP Property

Do I need AIP permit if property is outside Special Designated Area?

Yes, you still need it! Even if your qualifying property is located outside a Special Designated Area (SDA), you must obtain an Acquisition of Immovable Property (AIP) permit.

Mandatory Requirement:

The AIP permit is required for all property purchases under MPRP, regardless of location. Don't skip this step!

MPRP Property

Do minimum property requirements expire after 5 years?

Good news! After 5 years, you're not required to maintain the specific qualifying property with minimum value thresholds.

🏡 What You Still Need:

You must continue to own or rent any residential property in Malta or Gozo to maintain your residence status. It doesn't need to meet the original minimum value requirements anymore.

💡 Translation:

After 5 years, you can downsize to a smaller, cheaper place if you want - just keep some form of residential property in Malta to keep your residence valid!

MPRP Property

Can I get a mortgage to buy qualifying property?

Maybe! Whether you can take out a loan to purchase your qualifying property is entirely at the bank's discretion.

🏦 Bank's Decision:

Each bank will assess your mortgage application based on their own lending criteria. Your MPRP status may be a factor, but ultimately it's up to the financial institution. Shop around with different banks for the best options!

MPRP Property

Do I need purchase/rental contract at application stage?

No contract needed yet! At the application stage, you don't need to submit a purchase promise or rental contract.

✅ What You DO Need:

In Form MPRP1, you must complete the declaration committing to provide title deed evidence for a qualifying property. You have two authentication options:

  • Option 1: Licensed agent certifies your declaration through Residency Malta's digital portal after verifying your identity
  • Option 2: Sign Section G in front of a Commissioner for Oaths who will properly execute Section G

💡 Simple Translation:

Just sign a sworn promise that you'll get property later. Either have your licensed agent witness it digitally, or go to a Commissioner for Oaths to make it official. Easy!

MPRP Requirements

Can jointly owned property count as €500K capital proof?

It's very common for property to be jointly owned by the main applicant, spouse, children, and sometimes even grandparents. But here's what counts for the €500,000 capital requirement:

👫 Spouse's Share:

Only if your spouse is included in the application will their share of the property be considered toward the €500,000 capital proof.

❌ Other Family Members:

Shares owned by children, parents, or grandparents do NOT count toward your capital requirement - even if they're part of your application as dependents.

MPRP Requirements

Does €500K capital requirement apply per person or per application?

The capital requirement applies only to the main applicant and varies based on property choice:

🏠 If Purchasing Property:

€500,000 net worth (with minimum €150,000 in financial assets)

🏢 If Renting Property:

€650,000 net worth (with minimum €175,000 in financial assets)

📊 Fixed Amount:

The amount does NOT vary based on the number of dependents included in your application. Whether you're applying alone or with spouse, children, and parents - the capital requirement remains the same.

MPRP Requirements

Are cryptocurrencies accepted as financial assets?

❌ No Cryptocurrencies:

Cryptocurrencies are NOT accepted as part of your financial assets for the €150,000 liquid assets requirement.

✅ Accepted Financial Assets:

  • Stocks and shares
  • Bonds and debentures
  • Publicly traded equities
  • Investment funds (mutual funds, ETFs)
  • Bank deposits

These must be liquid assets that can be easily converted to cash.

MPRP Requirements

Can €100K annual income qualify instead of capital requirement?

🚫 Programme Changed:

No, the €100,000 annual employment income option from the old programme has been removed. This route is no longer available.

💰 Current Requirement:

All applicants must now demonstrate €500,000 in capital assets, with at least €150,000 in liquid financial assets. There is no income-based alternative.

MPRP Requirements

How long must assets be monitored and how to declare them?

Your 500,000 capital (with €150,000 in financial assets) must be monitored annually for the first 5 years.

📋 How to Declare:

Submit Form MPRP5 (Annual Compliance Form) signed by both:

  • The programme beneficiary (you)
  • Your licensed agent

⏰ Timeline:

You must maintain these assets and file annual declarations for Years 1-5. After year 5, annual asset monitoring is no longer required.

MPRP Requirements

Is 500K capital separate from property purchase/rental requirement?

⚠️ Two Separate Requirements:

Yes, these are completely separate! You must prove BOTH requirements independently. The property value does NOT count toward the €500K capital.

What You Need to Prove:

1️⃣ Capital Requirement:

€500,000 in assets (with €150,000 in liquid financial assets)

2️⃣ Property Requirement:

Purchase: €300,000 (South/Gozo) or €350,000 (North Malta)

OR Rent: €10,000/year (South/Gozo) or €12,000/year (North Malta)

MPRP Requirements

What is required for "source of funds and wealth" declaration?

The Agency needs to verify where your money comes from. Here's what you need to provide:

📋 Required Documents:

  • Form MPRP2: Contains your declaration of source of funds and wealth
  • Bank Statements: Last 3 months from the main bank account that will be used to pay administrative fees and contribution

💡 Purpose:

This helps the Agency understand your financial background and ensure compliance with anti-money laundering regulations.

MPRP Requirements

Can I submit securities/property valuations instead of bank statements?

Absolutely! The Agency understands that wealthy individuals don't keep all their money in cash. Your assets are likely in real estate, securities, or businesses.

✅ Accepted Documents:

  • Securities/Investment Portfolio: Statements from reputable brokerage firms
  • Property Valuations: Reports from official valuation firms or architects
  • Company Financial Statements: Audited accounts from businesses you own

These documents must be issued by reputable companies or official institutions.

📝 How to Submit:

Include these documents alongside Form MPRP2 and other required MPRP forms. They serve as supporting evidence for your source of wealth declaration.

🎯 What the Agency Wants to See:

You must convince the Agency that you have:

  • Sufficient resources to meet property requirements
  • €500,000 capital (€150,000 in liquid assets)
  • Enough additional funds to support yourself and dependents

Focus on providing credible evidence to maintain the validity of your declaration.

MPRP Requirements

Can real estate assets count toward €500K capital requirement?

Yes! If your wealth is primarily in real estate rather than cash or liquid assets, you can use property valuations toward the €500,000 capital requirement.

🏠 Architect's Valuation:

An architect's valuation report is accepted as proof of your property's value. Real estate owned by the main applicant can form part of the capital requirement.

💡 Important Clarification:

This refers to your existing property portfolio used to prove net worth - NOT the qualifying property you purchase/rent for MPRP.

Remember: You still need €150,000 in liquid financial assets (stocks, bonds, bank deposits) as part of the €500K total.

MPRP Dependents

Can spouse with assets/income qualify as dependent?

Yes, absolutely! The applicant's spouse is considered a dependent person, and there are no restrictions preventing the spouse from having their own assets and sources of income.

💼 Spouse's Financial Independence:

Your spouse can maintain their own wealth, employment, investments, or business interests while still being included as a dependent in your MPRP application.

MPRP Requirements

Must I submit company files if I own shares in public company?

It depends on your ownership percentage:

📊 Over 10% Ownership:

If your shares in the publicly traded company exceed 10% of total shares, company documents are required.

✅ Under 10% Ownership:

If your shareholding is 10% or less, company files are not required.

💡 For more detailed information, please refer to Question S56 in the Agent Handbook.

MPRP Requirements

Can applicant rely on donations to prove assets?

📝 Required Process:

  1. Donor must transfer funds to the main applicant as specified in regulations
  2. Main applicant must provide bank transfer proof
  3. Submit documentary evidence such as sworn declaration or deed of gift

Important:

The donations must be made in the name of the main applicant. The funds cannot remain in the donor's account - they must be properly transferred and documented.

MPRP Requirements

How should agent submit KYC proof to the Authority?

  • Reports covering the prospective beneficiary and all dependents over 14 years old

Record Keeping:

What You Need:

👥 Joint Custody Scenario:

The other parent must:

  • Complete Section C of Form MPRP4a
  • Submit a copy of their passport
MPRP Requirements

What if police certificate cannot be obtained from certain country?

The regulations require a police certificate from competent authorities (federal or national) in:

  • Country of citizenship
  • Any country where applicant resided for more than 6 months in the last 10 years

🚫 If Certificate Cannot Be Obtained:

Only in exceptional circumstances proven to the Authority's satisfaction, the following alternative is accepted:

  • Sworn declaration from government institution or police authority confirming the applicant made good faith efforts to obtain required documents
  • Separate sworn declarations from the applicant and all dependents declaring they have clean criminal records

🔍 Important:

This alternative is only for exceptional cases where obtaining the certificate is genuinely impossible. The burden is on the applicant to prove to the Authority that the certificate cannot be obtained through normal channels.

What is Malta Citizenship by Merit?

Originally introduced in 2017 and recently amended in July 2025, Citizenship by Merit is a formal ground for acquiring Maltese nationality for individuals who demonstrate extraordinary value to Malta or humanity through achievements, innovation, service, or philanthropy of exceptional national interest.

📜 Legal Framework (2025 Updates):

The July 2025 amendments strengthen merit-based citizenship and align Maltese law with European legal principles, implemented through the Granting of Citizenship for Exceptional Services by Merit Regulations, 2025 (Legal Notice 159 of 2025).

Core Principle:

This pathway recognizes recognised value to Malta in the public interest - not a checklist, but a qualitative assessment of exceptional contributions that serve the nation.

👨‍👩‍👧‍👦 Family Inclusion:

Successful applicants may include dependants (spouse or partner and dependent children) in the citizenship application.

Mobility Eligibility

What are the eligibility criteria for Citizenship by Merit?

Citizenship by Merit does not follow a checklist but is guided by key principles:

🎯 Exceptional Services or Contributions:

Services rendered or contributions made must be of recognised value to Malta and in the public interest

⚖️ Discretionary Grant:

Citizenship is granted on a case-by-case basis by the Minister through a citizenship process administered by Community Malta Agency and evaluated by an Evaluation Board

💰 No Fixed Financial Threshold:

Assessment is qualitative, based on merit - not a financial requirement

🔍 Due Diligence & Integration:

Applicants must meet robust integrity standards. Applicants may be required to explain how they intend to continue contributing to Malta following naturalisation

Mobility Requirements

What are "Exceptional Services"?

An exceptional contribution means a clear and measurable benefit to Malta's public interest as per Malta's Vision 2050, such as:

🚀 Economic Initiatives:

Launching initiatives that create value to Malta's economy

International Recognition:

Achieving international recognition that raises Malta's profile

🤝 Social & Charitable Causes:

Supporting social or charitable causes aligned with Maltese values

💡 Innovation & Leadership:

Developing technological or cultural projects that position Malta as a leader in specific fields

🎯 Key Assessment Criteria:

The focus is on originality, relevance, and tangible impact and will be guided by Malta's Vision 2050.

Mobility Requirements

How do I apply for Maltese Citizenship by Merit?

There is no standard application or automatic pathway as citizenship is granted by exception. However, individuals may seek legal advice to assess eligibility and prepare a structured legal representation to enable the processing of an application for citizenship. The process is split into multiple stages:

1️⃣ Residency Stage:

To qualify for naturalisation, the applicant must satisfy an eight-month residence condition which can be evidenced through a residence permit.

2️⃣ Submission of Proposal Letter:

A comprehensive proposal letter is prepared and submitted via Community Malta Agency to the Evaluation Board consisting of a Chairman and two members. This letter outlines the applicant's background, proposed contribution, and post-naturalisation plans.

3️⃣ Initial Due Diligence & Evaluation Board Assessment:

Before the proposal is referred to the Evaluation Board, Community Malta Agency conducts a four-tier initial due diligence check and collects the applicable administrative fees.

If the Agency is satisfied, the proposal is forwarded to the Evaluation Board, which may request further information or conduct interviews before issuing a recommendation. The proposal must also be endorsed by a designated competent body capable of determining whether the applicant is recognised as a leading talent or has demonstrated exceptional promise, or is of exceptional interest to the Republic of Malta.

4️⃣ Letter of Approval in Principle:

Following a favourable recommendation from the Evaluation Board, the Minister may approve the proposal and issue a Letter of Approval in Principle.

5️⃣ Submission of Citizenship Application:

Once the Letter of Approval in Principle has been obtained and the applicant has completed at least eight months of legal residence in Malta, a formal application for naturalisation on the basis of merit may be submitted.

This application must include:

  • Proof of residence
  • Ownership or lease of adequate residential property
  • Evidence of the required contribution or service
  • Endorsement by a designated competent body
  • Proof of English or Maltese language proficiency

6️⃣ Letter of Approval & Oath of Allegiance:

Upon submission of the citizenship application, the Agency conducts a second round of due diligence and charges additional administrative fees.

Once complete, the application is referred back to the Evaluation Board for review. If the Board issues a favourable recommendation and the Minister approves the application, a Letter of Approval is issued. The applicant must then take the Oath of Allegiance within six months (extendable if necessary) and sign a written undertaking to uphold ongoing obligations.

7️⃣ Ongoing Compliance Monitoring:

Following naturalisation, the Agency monitors the applicant's ongoing compliance with post-naturalisation commitments. In cases of serious non-compliance, the Minister has the authority to deprive an individual of his citizenship.

Let's clarify this scenario: An EU citizen has a partner from a third country. The EU citizen wants their partner to benefit from MPRP. Since the EU citizen themselves cannot apply (EU citizens are prohibited), can their non-EU partner apply instead?

✅ Yes, This Is Permitted:

According to the regulations, there is no obstacle to the non-EU partner applying as the main applicant, while being financially supported by the EU citizen donor.

The EU citizen can act as the person providing the donation/financial support, even though they cannot be the main beneficiary themselves.

What is the difference between a donor and a benefactor?

🎁 DONOR - One-Time Gift:

A donor is someone who makes a one-time donation at a specific time to help the main applicant accumulate total wealth.

Required Documents:

  • Copy of donor's passport (information and signature pages) - for signature verification
  • If donation constitutes significant portion of applicant's wealth: Submit full benefactor documents (listed below)

💡 Applicant/agent should evaluate if donation significantly impacts wealth. If yes, submit benefactor documents proactively. Authority may request these later if needed.

🤝 BENEFACTOR - Ongoing Financial Support:

A benefactor assumes responsibility for helping the main applicant meet the legally required financial requirements on an ongoing basis. The benefactor will be monitored through due diligence as the applicant's source of funds.

Complete Required Documents:

  • Form MPRP2 completed by benefactor (all sections including Source of Funds & Wealth)
  • Form MPRP4
  • 3-month bank statement from account that will transfer MPRP application fees
  • Certified copies of ALL valid passports (all pages)
  • Current employment proof (if applicable)
  • Business ownership proof for any businesses owned partially/fully (see S56)
  • Sworn declaration that benefactor will finance MPRP application and all related financial obligations, plus provide fixed regular resources to main applicant
  • Copy of biometric data page
  • Police conduct certificate from country of citizenship and any country resided >6 months in last 10 years

⚠️ Main applicant must still complete Form MPRP2 and submit 3-month personal bank statement.

👩👧👦 Impact on Dependents:

If a dependent does not meet this requirement, their application will not be approved (though it may not affect other beneficiaries).
