2025 Reform: Following the European Court of Justice ruling in April 2025, Malta replaced its previous investor citizenship programme. Citizenship by Merit is now governed strictly by Article 10(9) — granted only to individuals who have rendered exceptional services to Malta or humanity, or whose naturalisation is of exceptional national interest. It is not an investment programme.

What People Get Wrong
MPRP ≠ Tax Residency
The Malta Permanent Residency Programme gives you the right to live in Malta indefinitely. It does not make you a Maltese tax resident. Tax residency is a separate status based on physical presence and domicile. If you hold MPRP but spend most of your time elsewhere, you are likely still tax resident in your home country.
MPRP ≠ Work Permit
MPRP holders cannot automatically work in Malta. To take employment, you must apply for a separate work permit through normal Identità procedures. However, you can establish a business in Malta under MPRP, subject to standard Malta company law requirements.
Schengen Rights
MPRP and MRP holders can travel within the Schengen Area for up to 90 days in any 180-day period — the standard tourist allowance. A Malta residence card does not grant unlimited EU freedom of movement. Always carry both your passport and residence card when travelling in Schengen.
Citizenship by Merit Is Not for Sale
Following the 2025 ECJ ruling, Malta's investor citizenship programme was replaced. Citizenship by Merit under Article 10(9) is granted only for exceptional services to Malta or humanity — assessed on a case-by-case basis by the President of Malta. Financial investment alone is no longer a pathway. The bar is high and the outcome is not guaranteed.
