The UAE, which normalised relations with Israel under the Abraham Accords in 2020, has maintained those ties even through the Gaza war, though with considerable public friction. A visit at this juncture is a signal of continuity — but continuity in the service of what calculation, on either side, is not something the official statements answer.
The unanswered question at home in Israel is whether Netanyahu will face a formal accountability mechanism before or after the election.
