Identità says the employer submits the standard application, while you confirm your details. Live-in carers have a limited direct-application exception. Nationality and existing residence status can also change which route applies.

SituationWhat to know
You need a standard Single Permit for a job in MaltaYour prospective employer submits the application through Identità’s portal. You confirm the information; that does not make you the filer.
You are a live-in carerIdentità allows live-in carers to apply directly if the employer endorses the application.
Your current Malta permission is close to expiringIdentità’s FAQ says you may remain while awaiting a decision if you applied before your current legal stay or permit expired. Another Identità page says applying does not regularise immigration status, so confirm your own position with Identità.
You want to start work while waitingA pending application or Approval in Principle is not enough. Identità says an Interim Receipt permits work only if it has a Temporary Authorisation to Work sticker affixed.
You are an EU national or hold long-term-resident status in MaltaYou may not need a standard Single Permit. EU nationals staying beyond three months must register residence with Identità, and employment must be registered with Jobsplus. Long-term-resident status follows separate employment rules.

For a standard Single Permit, the employer submits the application

If you are a third-country national applying for a standard Malta Single Permit, you generally cannot file it yourself. Identità says the employer submits the application through its online portal on your behalf. The permit is connected to the specified employment and employer, so it is not a general work authorisation for any job. For an overview of the process, see the Malta work-permit process.

Identità names a limited exception: a live-in carer may apply directly, but the employer must endorse the application. The exception is for live-in carers; it does not allow other standard Single Permit applicants to self-file.

You still have important steps to complete

After the employer submits the application, Identità sends you a link to confirm it and validate the information submitted about you. Once you confirm, the employer receives notice to make the final submission. Either you or the employer may pay online; paying the fee does not mean you filed the application.

You also provide documents and check that they are consistent. Identità says the employment contract must be signed by both you and the employer, and the job position must match across the submitted documents. Requirements can differ by application type; check Identità’s current checklist for your case.

Check whether a Single Permit is the right route

Not everyone who is not Maltese needs a Single Permit. Identità says EU nationals do not need a work permit, but those intending to stay beyond three months must register their residence, and their employment must be registered with Jobsplus. UK nationals’ rights depend on their circumstances, including whether they qualify under the Withdrawal Agreement; do not assume that every British national has those rights. For other residence routes and documents, see Malta residence permit requirements.

Some existing statuses have their own rules. Identità says holders of long-term-resident status have access to employment and self-employment without a separate work permit, although some public-sector and other restricted roles are excluded. Family permits are not interchangeable: Family Reunification permit holders may be eligible to work after obtaining a Jobsplus employment licence, while a Family Member Policy permit does not itself permit work.

Students may also have a separate, limited work route subject to applicable conditions and a Jobsplus employment licence. For full-time employment after studies, Identità says the prospective employer applies for a Single Permit or Employment Licence, as applicable. A student or post-study residence permission is not automatically full-time work authorisation.

A new application, renewal and employer change are different

Identità lists separate application contexts for a new Single Permit, a renewal, an application made while the applicant is abroad, and a change of employer or designation. A renewal may only be submitted while the existing permit is still valid. Check the instructions for the specific context rather than treating a job or employer change as a routine renewal.

A Single Permit is tied to its named employer and specified work. Identità lists a separate change-of-employer application, so do not assume your existing permit authorises you to start work for a different employer.

A pending application may affect your stay, but not automatically your right to work

Identità’s employment FAQ says you may remain in Malta while awaiting a decision if you applied before your current legal stay or permit expired. However, a separate Identità information page says that applying for a residence permit does not regularise immigration status. Because the official guidance does not read as a blanket assurance for every situation, confirm your own status, dates and permission to remain with Identità; do not rely on the application alone as proof that your stay is regularised.

An application receipt or Approval in Principle is not work permission. Identità says work is permitted after the residence card is issued or an interim work authorisation is issued after biometrics. In particular, an Interim Receipt authorises work only when a Temporary Authorisation to Work sticker is affixed to it.

Questions people ask

Can I submit the standard Single Permit application for myself?

Usually not. Identità says the employer submits it. Live-in carers are a limited exception and may apply directly if the employer endorses the application.

What do I have to do if my employer files?

Confirm and validate the submitted information when Identità sends you the link, provide the required documents, and check details such as your job position. Either you or your employer may pay the fee.

Can I stay in Malta while a timely application is pending?

Identità’s FAQ says you may remain while awaiting a decision if you applied before your current legal stay or permit expired. Another Identità page says applying does not regularise immigration status, so confirm how the rule applies to your specific status and dates.

Can I work while my application is pending?

Not merely because an application is pending or you have an Approval in Principle. Identità says an Interim Receipt permits work only if a Temporary Authorisation to Work sticker is affixed.

Do students, family members or long-term residents all need a Single Permit?

No. These statuses can have different work rules. Check the conditions of your specific permission and whether a Jobsplus licence or another authorisation is required.
