The attack on the data centres is notable in what it targets: civilian digital infrastructure, the kind that keeps banking systems, communications networks and government services functioning under wartime conditions. France 24 reports the strikes as part of a sustained pressure campaign intended to wear down Ukraine through near-constant bombardment of Kyiv and other cities. That framing—a deliberate strategy of exhaustion rather than a series of discrete military objectives—comes from Zelensky's own characterisation, which means it carries political weight but should be read as a statement of the party under attack, not as an independently verified assessment of Russian command intent.
The Black Sea element adds a separate dimension. Foreign-flagged vessels are not Ukrainian military assets. Which flags, which cargoes, which ports they were bound for—none of that detail was available in the initial reporting.
What the strikes do establish, in aggregate, is a pattern: civilian and economic targets alongside, or instead of, purely military ones.
