Small island.
Extraordinary ambition.
The secret of getting ahead is getting started. Malta hands you the tools; it’s up to you to build something extraordinary.
Malta isn’t just sun and sea. It's one of the EU's most deliberately designed business environments. A small island that punches far above its weight when it comes to grants, tax credits, and startup support.
From €10,000 seed funding for a founder with a napkin sketch, to €10 million in venture capital for a company ready to scale internationally. The spectrum is genuinely remarkable.
Most businesses miss out simply because they don’t know what exists. This page changes that. We've mapped every active scheme for 2026, written each one in plain English, and linked you directly where to apply.
Business Start gives you €10,000 to develop your concept before you need to raise anything. No revenue required. Just a viable idea and the drive to prove it.
The MDB SME Guarantee Scheme covers 80% of your loan, unlocking bank financing that would otherwise require collateral you don't yet have. Up to €1M, 10-year terms.
Xjenza Malta reimburses up to 90% of your IP registration costs. Patent your breakthrough, trademark your brand, protect your moat, with government support.
Early seed funding for small start-ups with an economically feasible business concept. Receive an initial grant to develop your proposal before seeking further investment or third-party equity. This is the grant that turns a conversation into a company.
Encourages SMEs, family businesses, and the self-employed to invest, innovate, and expand. A tax credit calculated as a percentage of eligible expenditure, including increased wage costs. Malta's most widely used incentive, and for good reason. Stackable with others.
For Small Start-up Undertakings with a proven concept and serious scaling ambitions. Assistance starts at €500K: this is serious money for serious founders. Malta is betting on you to create jobs and economic value. The application is rigorous; the reward is real.
Supports value-added projects contributing to Malta's regional development: new initiatives, expansions, and transformation activities. Covers up to 75% of eligible costs, max €300K over 3 years. Focused on skilled employment and expanded market reach. One of the most flexible schemes available.
Supports Industrial Research and Experimental Development addressing genuine scientific or technological uncertainties. Extra assistance for collaborative projects. If you’re building something genuinely new. Not iterating, but innovating: this is your route. Malta rewards scientific courage.
Invest in your people. Supports businesses in providing training to develop a knowledge-based workforce, addressing skill gaps, re-skilling, upskilling. The most underrated grant in Malta. Train your team with government support, then watch what they build for you.
The best time to plant a tree was 20 years ago. The second best time is now, and Malta will help you water it.
Fondi.eu part-finances a business report procured from registered external consultancy providers, autonomous and unrelated to your business. An underused gem. SMEs get funded to access expert strategic analysis they couldn't otherwise afford. Intelligence is an asset; now it’s subsidised.
MDB provides an 80% guarantee on loans to commercial banks, unlocking capital with lower interest rates, reduced collateral, and longer terms (up to 10 years). This is how Malta levels the playing field between startups and established players. Arguably the most powerful tool for capital-hungry businesses.
Facilitates access to affordable financing for higher education at internationally recognised institutions. Up to €100K with 15-year terms including moratorium. No minimum loan size. The ROI on education is the most reliable in the world. Malta makes it accessible.
Every figure is a door. Every door leads to capital.
For researchers with approved applied research grants (TRL 5+): develop a strategic business plan, 90% reimbursed. This is the bridge between brilliant research and a real company. Most great ideas die here; between prototype and market. Malta funds the crossing.
Fund national, EU, and international IP registration: trademarks, patents, copyrights, designs, trade secrets. Eligible at TRL 5+ with an approved Xjenza grant. Your competitive moat is only as strong as your IP protection. Malta makes it affordable to build it properly.
Three national funding streams aligned to Malta's National R&I Strategic Plan 2023–2027: FUSION, Thematic Programmes, and Research Networking Scheme. Plus internationalisation support for cross-border collaboration and Horizon Europe participation.
Test Innovative Technologies: AI, Blockchain, critical systems; in a regulated safe space. Early-stage compliance costs a fraction of post-launch rectification. Malta's sandbox is among the most advanced in the EU. If you’re building the future, test it here first.
A tiered framework providing formal recognition to technologies from emerging to traditional, aligning with international standards. Build regulatory credibility before you go to market. For AI and blockchain companies, TARF recognition is becoming a commercial differentiator in procurement.
EU Cybersecurity Certification schemes validate the security posture of ICT products and services. Align with EU standards from the outset, streamline compliance, and build trust across the EU Digital Single Market. For B2B SaaS companies, this is increasingly a gate, not a nice-to-have.
Innovation is seeing what everybody has seen and thinking what nobody has thought. Malta gives you the runway. You supply the vision.
Equity shareholding of up to €500K per startup with viable concepts and real scaling commitment. Total fund: €10M. Encourages both domestic and international investors to participate. Active until budget is depleted. Urgency is real. The state becomes your co-founder. Think about what that means.
Comprehensive support: Test Before Invest, Digital Entrepreneurship Support, Mentorship, and Advanced Digital Skills Training. Malta's central hub for nurturing research and innovation. Particularly powerful for deep tech, manufacturing digitalisation, and first-time founders who need structure, not just capital.
TradeMalta co-finances participation in international trade events and fairs. Apply at least 3 months before the event. The handshake at the right trade show is worth more than a thousand emails. Malta will help you be in the room where it happens.
Financial assistance for digital marketing targeting international markets: online advertising, content creation for cross-border audiences. Grow internationally with government co-financing. The world is your market; Malta helps you reach it without draining your runway.
Not a checklist. A story. Here's how founders who actually receive Malta's grants approach the process.
Before anything else, be honest about your stage. Pre-revenue? Business Start. Growing but capital-constrained? SME Guarantee. Scaling fast? Start-up Finance. The single most common mistake is applying for the wrong grant. It wastes months and creates frustration. Match your reality to the scheme designed for it.
Each scheme has specific criteria: company size, sector, employee count, Maltese incorporation requirement, project type. Most applications fail at this stage not because of poor quality, but because of avoidable disqualifications that were visible from line one of the eligibility page. Spend an hour here before spending a week writing an application.
Business plan, financial projections, company registration, VAT number, and for R&D grants, include technical documentation with evidence of scientific uncertainty. Start 4–6 weeks before deadlines. The quality of your application is directly proportional to how much thinking time you invested before writing a single word. Don't compress this step.
Submit via the official portal linked on each card above. Then follow up proactively: these agencies are responsive. A professional, friendly email 2 weeks after submission is entirely appropriate and often speeds up the review. You are not bothering them. You are demonstrating the same persistence that makes you worth funding.
Here's what most founders don’t know: many of Malta's schemes are stackable. You can simultaneously hold Micro Invest, Skills Development, and the SME Guarantee. With proper structuring, a single business can receive support across multiple pillars at once. Work with a Maltese tax advisor or grant consultant to design your funding architecture. Not just to apply for one grant, but to claim everything you’re entitled to.
The people who are crazy enough to think they can change the world are the ones who do. Malta's grants exist for exactly those people.
The things every founder asks before applying — answered honestly.
