Seed funding for early-stage startups with an economically feasible concept. Paid in three milestones: €3,000 on approval + first employee, €3,500 on business plan submission, €3,500 on confirmed physical address. Software, Manufacturing, Biotech and High-Tech services only. Repayable advance (not a grant) for high-potential startups ready to scale. You repay 10% of pre-tax profits annually — 20% if profits exceed twice the disbursed amount. What is the Fondi.eu Digitalise Your SME Call 2 and when does it open?
Call 2 of the Digitalise Your SME scheme opens 1 July 2026 with a total budget of €15 million — tripled from the original €5 million. Non-repayable grants range from €10,000 to €128,400, covering software, hardware, AI, cloud, cybersecurity and IoT investments. The AI top-up of €107,000 is available for projects integrating artificial intelligence in partnership with MDIA. Applications run on a rolling basis with cut-off dates approximately every 15 days.
How does the €107,000 AI top-up work?
The AI top-up is an additional €107,000 disbursed one year after project completion. To qualify, you must apply in partnership with the Malta Digital Innovation Authority (MDIA) and submit both a productivity gains report and an ethical AI and societal well-being report. This means your project must genuinely integrate AI — not just mention it. The MDIA Technology Sandbox is a useful starting point for AI companies needing regulatory clearance.
Can I stack multiple Malta grants at the same time?
Yes — and this is the biggest secret in Malta's funding ecosystem. Micro Invest, Skills Development and the MDB SME Guarantee can be held simultaneously. TradeMalta's Digital Marketing scheme runs in parallel with Malta Enterprise grants. Many founders apply for one grant and stop — the smart approach is designing a funding architecture that claims everything you're entitled to. Work with a Maltese tax advisor to structure this correctly.
Who is eligible for the Business Start grant?
You must apply within 36 months of company registration. The company must be unlisted, under 5 years old, and must not have distributed profits yet. Eligible sectors: software development, manufacturing, life sciences and novel tech-driven services. Fewer than 50 FTEs and turnover or balance sheet under €10 million. You cannot hold more than 25% in another company in the same sector.
Is the Start-up Finance scheme a grant or a loan?
It is a Repayable Advance — not a grant. The government provides €500K–€1.5M as an initial financier and you repay 10% of pre-tax profits annually. If profits exceed twice the disbursed amount, the rate rises to 20%. The maximum €1.5M is reserved for Innovative Enterprises in Assisted Areas — defined as companies where 10% of operating costs are R&D, or where an external audit confirms technological failure risk. PhD/Masters students employed full-time can be funded up to 100%.
How long does a Malta grant application take?
Preparation: 4–6 weeks for a well-structured application with proper documentation. Review: 8–16 weeks depending on the scheme and volume. Fondi.eu operates on rolling cut-off dates (every ~15 days), so submission timing matters. Most applications require rectifications — you have up to 2 months to respond.
