EOR vs contractor payments — are you even comparing the right things?
One hires your team. One pays them. They are not interchangeable.
Deel and Payoneer both result in someone overseas receiving money from your company. That is where the similarity ends. What happens between those two points — legally, financially, and in terms of risk — is completely different.
The confusion between EOR and contractor payment platforms is one of the most common and expensive mistakes growing companies make. It's not about which product is better. It's about whether your international workers are employees or contractors — a distinction that carries serious tax, legal and operational consequences in most jurisdictions.
ROUND 01
What it actually does
Core purpose
Full EOR service. Deel becomes the legal employer of your international staff. Local contracts, local compliance, payroll tax withholding, social contributions, benefits administration, termination rights. Your people are properly employed — by Deel, on your behalf.
Cross-border payment platform. Payoneer Workforce sends money to contractors and freelancers in 200+ countries via multiple payment methods. It does not employ anyone, take on employer liability, or provide compliance infrastructure. It moves money.
Different tools for different legal relationships. The real question is whether your workers are employees or contractors — and whether that classification is intentional or accidental.
ROUND 02
Skin in the Game
Who carries the risk
Deel is the legal employer. Employment disputes, tax errors, wrongful termination claims in foreign jurisdictions: Deel's problem, not yours. They put their name on the contract because they take on the liability.
Payoneer moves money. The legal classification of your workers — and all the liability that comes with it — remains entirely yours. If tax authorities in Germany or France decide your "contractors" are actually employees, Payoneer cannot help you. You're on your own.
Deel has skin in the game. Payoneer does not — and is not designed to. This is not a flaw in Payoneer; it's a different product for a different relationship.
ROUND 03
The real cost
Price vs total cost
Deel EOR from $599/employee/month. High upfront. But the alternative — misclassifying employees as contractors and paying them through Payoneer — creates liability that can surface years later as back taxes, penalties and legal costs that dwarf any monthly savings.
Payoneer charges transaction-based fees, typically 1–3% depending on method. For genuine contractors, significantly cheaper than an EOR. For people who should legally be employees, the apparent savings are an illusion covering growing exposure.
For genuine contractors: Payoneer wins on cost, clearly. For people who should be employees: the cost comparison is irrelevant — using Payoneer instead of an EOR is not a saving, it's a deferred expense with interest.
ROUND 04
The Malta angle
Local reality
Malta's iGaming and financial services companies frequently hire internationally across Europe and beyond. Deel's EU-compliant EOR structure is built for exactly this — cross-border employment without entity setup, in a regulatory environment that takes worker classification seriously.
Payoneer is genuinely useful for Malta companies paying freelancers, agencies and international contractors on a project basis. A practical, trusted tool in the local market — for the right use case.
Many Malta companies need both: Deel for employees, Payoneer for contractors. The question to answer first is which category each person you're paying actually falls into.
The Verdict
You probably need both. Just not for the same people.
