Gusto processes your payroll and files your taxes. They help you stay compliant with US employment law, but the legal employment relationship — and its risks — remains with your entity. Gusto is an excellent service provider, not an employer.
Payoneer moves money. Legal classification of your workers is entirely your decision and your liability. If you pay people through Payoneer who should legally be on payroll, you are accumulating tax liability that will surface eventually.
Gusto keeps you more protected on US compliance. Payoneer's payment rails provide no compliance infrastructure — they're not designed to.

Gusto from $6/employee/month plus base fee — outstanding value for full-service US payroll. Tax filing, benefits, W-2s, compliance: included. For US employees, there is no cheaper way to do payroll properly.
Payoneer charges 1–3% per transaction for contractor payments — cheap for genuine contractors. But if used for people who should be on payroll, the apparent savings mask IRS exposure: back taxes, penalties, and potential reclassification costs.
For US employees: Gusto is excellent value. For genuine contractors: Payoneer is cheaper and purpose-built. The cost comparison only matters after you've classified your workers correctly.
