Malta's €235,400 Grant Is Real. The "Digital Transformation Experts" Chasing It Are Not.

Fondi.eu Call 2 opened on July 1. Up to €235,400 in non-repayable funding for SMEs digitalising their operations. The AI top-up alone is €107,000. Within approximately forty-eight hours of the announcement, Malta's LinkedIn feed filled with consultants, agencies and "digital transformation partners" who had, apparently, been waiting their entire careers for exactly this moment. They hadn't.

What's actually happening

Every time a significant grant opens in Malta, the same pattern plays out. Companies that were doing something else last month — marketing, web design, HR consulting, vague "business advisory" — suddenly discover that digital transformation has always been their core offering. Proposals get written. Websites get updated. Content gets borrowed from people who actually built something. The pitch is always some version of the same sentence: "We can help you apply for the grant and implement the solution." Sometimes there's a percentage attached — a success fee on the grant amount, which means their financial incentive is to get you approved, not to build you something that works. The grant is real. The urgency is real. The expertise, in many cases, is not.

The question nobody is asking

Before you engage anyone to help with a Fondi.eu application, ask them one thing: what have you actually built with AI? Not "what can you build." Not "what have your clients requested." What exists, right now, that you made, that uses AI, that you can show someone? This is not an unfair question. It's the only question that matters. The Fondi.eu AI top-up specifically requires partnership with the Malta Digital Innovation Authority and a productivity gains report demonstrating real AI integration. You cannot fake that deliverable. A consultant who has never shipped an AI system cannot help you build one — they can only help you write a proposal about building one, which is a very different service at a very similar price.

What AI implementation actually looks like

A data platform covering grants, permits, tax, property and cost of living. A partner ecosystem of sixty-plus tools, each with category logic, cross-referencing and affiliate integration. I do this because I believe the most useful thing I can do for Malta's business community is show them what's actually possible, not sell them a mystery box with "AI" written on the side. This is what "proven track record" means. Not a slide deck. Not a LinkedIn post about transformation. Something that exists, that works, that has users.

The forty-eight hour experts

The Fondi.eu deadline creates urgency. Urgency creates opportunity for people who are better at pitching than building. Some of them are recycling content from people who actually built something — sometimes word for word, sometimes with minor edits, sometimes with the one line that would expose them ("proven track record") quietly removed. This is not new in Malta. It happens in every sector where grants, regulations or new technologies create sudden demand that outpaces the supply of people who genuinely understand the subject. The iGaming sector went through it with compliance, with payments, with responsible gambling. The digital sector is going through it now with AI. The difference is that the Fondi.eu grant requires you to actually implement something. You will have to submit a productivity gains report. You will have to demonstrate real AI integration to the MFSA and MDIA. A consultant who helped you write a convincing proposal cannot save you at the deliverable stage if they never had the capability to deliver.

What to actually do

Apply for the grant. Before engaging any partner to help with implementation, ask what they've built. Ask to see it. Ask who uses it. Ask what happened when something broke at 3am and there was no agency to call. If the answer is a portfolio of client projects you can't verify, a website that appeared recently, or a LinkedIn profile that pivoted to AI in the last sixty days — keep looking. The grant is worth pursuing.
